CAPACITY_EXCEEDED - Pulse API

Pulse is processing as many documents as it can right now; nothing was billed.

Common causes

Pulse is busy (reason: busy).
Your organization has as many jobs running as it may (reason: concurrency_limit).
The server taking the request is shutting down (reason: shutting_down).

What to do

Wait the seconds in Retry-After, then send the request again.
