Your organization has no such resource; resource names its kind, and errors the field that sent its id (parse_id, config_id).

Common causes

The id is mistyped, belongs to another organization, or was deleted.

What to do

Check the id against the one Pulse returned when it was created.

In API version 1 this was JOB_001, NOT_FOUND, STORAGE_002.
